I understand that your USB device is not recognized by the laptop. This issue might occur due to various reasons like corrupt drivers, security software etc.
A question, what is the make and model of your computer?
Firstly, let's identify if the USB drive is listed in Disk Management. Right-click on Windows icon and select Disk management and find if the USB drive shows up there and post back your findings.
Let's check the status of the USB device in Device Manager. Go to Device Manger and expand USB controllers and right-click to check the properties and device status.
Method 1: Run the Troubleshoot Hardware and Devices.
Hardware troubleshooter reviews, diagnose and identifies operational or technical problems within a hardware device. 1. Press Windows Key +R, type Control Panel. 2. Type troubleshooting in the search bar, click on troubleshooting. 3. Click on Hardware and Devices. 4. Follow the steps from the wizard to run the troubleshooter.
Method 2: Uninstall and re-install USB drivers:
a. Press Windows Key +R and type devmgmt.msc to open Device manager.
b. Expand Universal Serial Bus controllers at the left bottom.
c. Right-click the first USB controller under Universal Serial Bus controllers, and then click on Uninstall to remove it. d. Repeat these steps for the entire USB controller under Universal Serial Bus controllers.
e. Restart the computer. After the computer starts, Windows will automatically scan for hardware changes and reinstall all the USB controllers that you uninstalled.

I stumbled across a six pin header on my motherboard designed for an internal Bluetooth module that uses USB protocols to communicate, and ended up making the actual cable that allowed me to place the dongle inside the laptop.
The dongle is http://auspcmarket.com.au/orico-bta-402-bluetooth-4-0-adapter
Now .Windows 10 has some neat new features for integrated Bluetooth modules, like from the action center, and special connection menus for audio devices.
Despite the fact that I'm using the specified Bluetooth module port, Windows 10 doesn't recognize it as a Bluetooth radio, just as another USB device, and I'm stuck with the installed drivers' annoying menus, and a hole in my action center:

I'm using a similar bluetooth dongle, from the same brand (Orico BTA-403) and Windows 10.
In my case I had to do this:
1. Turn on Bluetooth Windows Services
Open windows services (run services.msc or search for 'services' on windows search).
Change the Bluetooth Handsfree Service and the Bluetooth Support Service to automatic (on properties) and start them.
2. Uninstall the bluetooth driver that comes with the device
When you connect the device, the driver gets installed automatically.
Go to Device Manager (Right click on Start Menu and choose Device Manager or Search for Device Manager).
Find your device on the list. My device was on Universal Serial Bus Devices (I think), named CSR8510 A10.
Right click, choose Uninstall and remember to choose 'Delete the driver software for this device' (I tried without this and it did not work).
After that it started to work. You may need to remove the dongle and insert it again or to restart the computer after step 2, but if I recall correctly, it started to work right after step 2 for me.

This is what I have discovered from experimenting over a long time - for windows GUI Bluetooth features to activate, there cannot be any other installed drivers or interfaces. For me in my case, windows didn't active the features until I had uninstalled the stock drivers (CSR Wireless Stack). Basically, Windows needs to be using the 'Generic Bluetooth Radio' drivers for the features to be activated.
So for those looking to make Windows recognize their USB Bluetooth dongles, try uninstalling the drivers.

Windows 10 comes with an arsenal of drivers — software that lets Windows communicate with the gadgets you plug in to your PC. Normally, Windows automatically recognizes your new part, and it simply works. Other times, Windows heads to the Internet and fetches some automated instructions before finishing the job.
But occasionally, you’ll plug in something that’s either too new for Windows to know about or too old for it to remember. Or perhaps something attached to your PC becomes cranky, and you see odd messages grumble about “needing a new driver.”
In these cases, it’s up to you to track down and install a Windows driver for that part. The best drivers come with an installation program that automatically places the software in the right place, fixing the problem. The worst drivers leave all the grunt work up to you.
If Windows doesn’t automatically recognize and install your newly attached piece of hardware — even after you restart your PC — follow these steps to locate and install a new driver:

Luckily, you need to install drivers only in either of these two cases:

But if you’re not having trouble with a piece of hardware, don’t bother updating its driver, even if you find a newer one online. Chances are good that newer driver adds support only for newer models of the gadget you own. And that new driver might throw a glitch into something that was already working fine.
Finally, don’t bother signing up for a service that claims to keep your computer up-to-date with the latest drivers. They can do more harm than good.
If your newly installed driver makes things even worse, there’s a solution: Head back to Device Manager, double-click the troublesome part’s name, and click the Driver tab on the Properties box. Keep your breathing steady. Then click the Roll Back Driver button. Windows ditches the newly installed driver and returns to the previous driver.
